I haven't posted in a while, but I saw an article this afternoon about Infosys and a few others, such a Wipro(WIP) now opening offices in countries outside of India; specifically in North America. From the article:
One of the constants of the global economy has been companies moving tasks -- and jobs -- to India, where they could be done at lower cost. But rising wages for programmers here, a strengthening currency and companies' need for workers in their clients' time zones or for workers who speak languages other than English are challenging that model.

The future of outsourcing, said Ashok Vemuri, an Infosys senior vice president, is "to take the work from any part of the world and do it in any part of the world."

This is interesting to me, as I have wondered for the last several years at least at what point forces would equalize to where it made sense for a company to have it's offices in the same country or time zone that they do business in. That it's an outsourcing company, and that one of the reasons they are doing it is to make their potential customers more happy seems to be a good thing to me.

I found this news in 9/27 yahoo financial news on INFY:

"India's central bank has relaxed rules that limited overseas investment by local companies, mutual funds and individuals in a bid to tame the rupee's surge."

Seems their government are thinking about the same thing as you... at least that is a positive drive for the stock. As to the real value of outsourcing -- only time will tell IMHO.
