Why has this stock been stuck in the mud since it hit the 70's?  What will it take for it to get out of the mud?  Have any idea when what happens?

Ralph Seger says this:

When the price of a stock and it P/E ratio discounts not only the future, but also the here after the price goes no where. Note, that I deleted the three highest P/E ratios because I did not expect them to repeat. For the critical person a case could also be made that my selection of a high P/E ratio of 29.4 was too high for an expected growth rate of 19%.
